Water leakage above parking spaces

Previously some residents were unable to park their cars in their designated spaces due to water leaks.

If any owners are still encountering issues with leaks above their parking space then please contact the management office to seek formal approval to park elsewhere whilst repairs take place.

The security company have been instructed to clamp any cars caught abusing visitor parking so its important that anybody impacted by leaks, urgently contacts the management office to prevent their vehicles from being clamped.

Monthly Billing Cycle Change

Dear Residents

Please be informed that from the 1st January 2013 all future billings will be on a quarterly basis instead of a monthly basis to save costs and effort to post 1317 bills every month.

There will be no changes in the mode of payment by owners and you can continue to pay on a monthly basis without penalty.

Due to the long holiday season, Residents are reminded to take extra precautions and to ensure that your apartment is safely locked before leaving for the holiday.

You may wish to reinforce your door entrance with an additional lock and also please make sure that your windows, balcony sliding door, drying yard and kitchen door & grills are well secured. For Units with an alarm system, please check your sliding doors to ensure it is in working condition.\

Residents leaving behind their vehicles parked inside the building, please make sure that your car is well secured. Meanwhile, for those who are driving, do drive carefully and have a safe journey.

Please take note that under Villa Wangsamas JMB House Rules section 19, the Management is empowered to place on the notice boards the List of Defaulters who are in arrears of 2 month and above and to take any or all of the following actions: 
  • Place your name in the List of defaulters
  • Disconnect water supply into your unit and reconnection fee RM50/ will be payable to reconnect
  • water supply.
  • To de-activate your car/ door access card and reactivation fee of RM50 will be payable.
  • Denying use of all common facilities.
  • Disconnection of Astro centralised Connection facility and reactivation fee of RM50 will be payable.
  • Unit renovation work is not allowed.
  • Attachment of movable properties.
  • Rights to demand payment from tenant.

Roof tile repairs

The management office team recently purchased a scaffold set to allow our maintenance staff to perform jobs that would would otherwise require an external contractor and subsequently encounter greater cost.

A good example of its use was the recent rectification of a broken roof tile seen hanging precariously on the roof truss at Blk A/B covered walkway. It could have fallen down any moment and injured unsuspecting resident walking below it.  The broken tile was removed a new roof tile.

This was one of the many repair tasks that the staff are working on each and every day.

CCTV Update

We are pleased to announce that following the approval of the resolution to upgrade the CCTV at the recent AGM, the upgrade works have now commenced.

The work will be spread out in phases and progress will be subject to both available finances and priorities relative to issues at the time.

The scope of recent work was as follows:
  • Guard house area including entry and exits
  • Club house
  • Swimming pool
  • BBQ / playground areas
  • Relocation of the CCTV infrastructure to allow for expansion and greater security.

Lift Car Update

The JMC shares the frustrations of concerned and caring residents of VWM on the deplorable condition of the lifts in our condo.

Whilst we view the matter with great concern, it is indeed regretful to note that this condition is inflicted not by external parties but by some residents amongst us. On a number of occasions charges of residents have been caught committing these acts of vandalism right under the nose of the residents themselves, yet not a word of rebuke was uttered to stop the act. This apathy by the parent resident or guardian resident is indeed irresponsible, regretful and shameful.

As a result of this we residents now have to repair these vandalised lifts with our very own money. This money which could otherwise be used for other improvement or beautification works that could enhance the value of VWM. 

In view of the above, the recent AGM the JMB has authorised JMC to undertake lift repair and upgrading works that will also include the installation of CCTVs in the lift cubicles. As the cost is going to be substantial, JMC is currently finalising the scope of works to be done and the time frame to complete the job.

A tender exercise is targeted to be conducted sometime in December this year, and the awarding of a contract sometime late January next year. 

With a total of 27 lifts to be repaired and upgraded, works will be undertaken in stages, that will also take into consideration our financial position. 

As this is going to be costly, JMC calls upon all residents to stop all acts of vandalism and to photograph such acts, if any, and report them to us for our further action.

It is only through our joint and concerted efforts that can ensure us a better living condition. And an environment that we will love to belong and come home to.

As mentioned in a recent post we would like to confirm it’s with regret that we have to announce the resignation from the JMC of one of our new members, En. Zulkifli b Md Ghazali due to personal commitments.

SEEKING NEW VOLUNTEERS TO JOIN JMC

Dear Residents,

In our efforts to improve the living environment at Villa Wangsamas, the JMC seeks more volunteers to come forward to help in the many initiatives that are pending.

At the recent AGM, 9 new members were elected to the JMC, bringing the total to 12 members. However, one of the new members has recently resigned due to personal commitments and 2 members were found to be ineligible.

We are seeking to fill the 3 vacant positions but any additional volunteers will be most welcomed.

To volunteer, residents need to fulfil the following criteria:

1) Be an registered owner i.e. JMB member;
2) Have a maintenance account that is current i.e. no outstanding service, sinking fund or water charges;
3) Willing to volunteer time, expertise or ideas for the betterment of our living environment.

Kindly take note that membership is purely “voluntary” in nature. Interested residents who fulfil the above criteria may submit your interest via email to the JMC at vwm.jmc@gmail.com

CAR PARK - RENTAL OF VISITOR BAYS

Please take note that a total of 51 out of 229 visitors car park bays shall be opened up to residents for leasing/rental. However the leasing/rental of the visitor car park bays will not be on a first come first serve basis, but will be conducted via open balloting system. Residents who are interested in renting car park bays from the JMB can collect the “Car Park Ballot Form” at the Management Office from 29th November 2012 onwards or download here: Car Park Ballot Form.

A deposit of RM100.00 is compulsory to be submitted with your ballot form (refundable if your ballot is not successful). The closing date to submit your balloting form will be on 14thDecember 2012, Friday, 5.00 pm. 
 
Owners/tenants or their proxies must be present on the day of balloting or their ballot will be considered “null and void”. All are welcome to witness the balloting process which shall be held as scheduled:

Balloting Date : 15th December 2012, Saturday.
Balloting Time Commence : 10.00 am
Balloting Venue : Multi Purpose Hall Villa Wangsamas Condominium 
 
All late ballot forms received after the closing date will not be entertained. Details of the conditions attaining to the balloting system is stated in the balloting form. The car park rental sum is fixed at RM120.00 per month and it is payable six months in advance. Just a gentle reminder that defaulters are not permitted to participate in this balloting exercise. Tenants ought to submit a copy of your tenancy agreement for the eligibility to participate.

Dengue Advice

In view of the current dengue cases all residents at Villa Wangsamas must remain vigilant to help prevent dengue by following some simple steps to ensure that the Aedes mosquito cannot find any breading places within your units.

It has been noticed that some units have drain pipe blockages on their air conditioning compressor ledge which is a potential breading place. Please check these areas ensure that they cannot become a breading place.

NOTICE ON DENGUE CASES AT VILLA WANGSAMAS

Dear Residents,

There have been 2 reported cases of dengue at our condominium, at Tower H and Tower A, which resulted in the authorities declaring Villa Wangsamas as a dengue epidemic zone.

Despite repeated inspections, DBKL has not found any Aedes mosquito breeding grounds on our compound which leads them to believe that the breeding grounds could be inside the individual units.

As the next step, DBKL will be coming to Villa Wangsamas this Saturday 24 November 2012 between 8 am and 12 noon to conduct the following:

1) Briefing session at 9.00 am to promote awareness on dengue and its preventive and corrective measures. Residents are strongly encouraged to attend this briefing. It will be conducted at the Club House compound.

2) Fogging of each residential block from 8.00 am. The solution used is water-based which has been approved by the World Health Organisation (WHO) and is non hazardous to human beings. Unlike the conventional chemical-based solution, this chemical to be used is colourless, smokeless and almost odourless. We ask all residents to please open all doors and windows to allow the fog into your homes. 

NOTE: Residents with medical conditions e.g. asthma, who may not wish to be around during this time, may do so but please ensure someone is at home to do the required.

UPDATE ON CLEANING SERVICES DISRUPTION

Dear Residents, We wish to update you on the situation with the cleaning services company (ABI Care).

Recently officials of the Immigration Department conducted a spot check of our condo and found ABI Care to have several workers without proper documentation. These workers were immeditaly removed and ABI Care was given a warning and due notice to rectify the irregularities failing which they will be fined.

To safeguard the best interest of the JMB, we demanded that ABI Care indemnify the JMB should this incident happen again. Unfortunately, ABI Care refused and instead chose to terminate their services at very short notice.


Due to the short notice period given, there was some delay in getting replacements. However, we are pleased to inform that starting today Sakura Services will take over the cleaning services on a short term basis effective 2nd November.

This is to ensure sufficient time to choose and appoint a cleaning contractor on a long term contract.

Owing to the short notice very limited manpower was available on Friday however this will be progressively increased over the coming days.

We apologize for any inconvenience caused and would like to thank you for your patience and continued support whilst the cleaning backlog is resolved.

Revision of Monthly Service Change 01 Nov 12

TO : ALL OWNERS/RESIDENTS 

RE : REVISION OF MONTHLY SERVICE CHARGE EFFECTIVE 1ST NOVEMBER 2012

Referring to the recent concluded 4th AGM and the approval of the majority of unit owners for the revision of monthly service charge and sinking fund, the rates will be revised as follows:

a) 0.150 sen (psf) to 0.165 sen. 
b) 10 % increase on the sinking fund. 

The increase will be used to cover areas like up-keeping and up-grading of facilities in common areas and to top up the insufficient existing fund.

On the Management side, we wish to thank those that attended the recent AGM meeting by sharing with us their very helpful suggestions for the betterment of our existing condition and also their approval on making many changes.

Closing of Gate 3 from 1st Nov 2012

Referring to the recent concluded 4th agm held on 20th October 2012, to help improve security gate 3 (near block B) will be closed for security reason after 12.00 am midnight.  The gate will be re open again at 6.00 am.

All vehicles or motorcycles parking below ground level car park of phase 2 who wish to drive out of the building car park after midnight, must use the gate 1 exit (near block H).

Walk-in residents from gate 3 will have to use nearby gate 2 entrance to come into the building during this period.

Please be informed that as above and with immediate effect, all agents of VIVA HOMES REALTY will be barred from coming into VMC. Please do not deal with these agents to avoid any inconvenience.

List of offence committed by them in VMS are:

1) Illegal distributing of leaflets from door to door creating complaints from residents and loitering around common areas. Agents are strictly prohibited from loitering and distributing of leaflets inside VMS which is a serious violation of the House Rules.

Proposed Management Office Renovation


The Management Office team has recently requested for funds to renovate the office. The renovations are due to several reasons:
  • The current office space is considered to be very cramped, poorly designed and not conducive to an efficient working environment.
  • We now have more personnel based at site including Accounts processing.
  • The existing CCTV panel/rack needs to be relocated to another location (centralised CCTV area).
  • Existing wiring arrangement (power points and equipment cabling) is very messy and poses a hazard.
  • There is a need for more seating for residents while waiting to be served
Whilst the JMC support this upgrade in principle, owing to the cost of the work and the imminent AGM we will submit this as a resolution at the AGM so that eligible JMB members can discuss and decide whether to support this proposal.

Based on the existing scope of work (which includes a new and extended frontage, a more open concept office and proper cabling) the cost is expected to be in the region of RM45-50K.

Tower D Lift Vandalism

It’s disappointing to report that 2 lifts in Tower D were vandalised this week. One lift had the floor level digital indicator board reomoved and another one was found with the board half hanging out from the box control panel.

We are arranging C -Elevator to rectify the problem asap.

The issue of CCTV and lift interior refurbishments we will be discussed during next weekend’s AGM and your support is required to back the resolution that will be submitted.

Clubhouse toilet - sewer pipe clogged

After years of previous management taking a ‘tidak apa’ approach to many issues a huge backlog of maintenance has built up. Slowly but surely the JL team and the maintenance partners from Vodex are tackling the issues.

One recently issue was related to a one of the clubhouse male toilet sewer pipe that was clogged for many months. The team unsuccessfully tried to resolve the a few weeks ago by rodding the pipe and throwing acid in toilet but it failed to can't de-clogged the pipe.

A contractor was called in this week to rectify the matter permanently and root cause of the the actual problem was discovered. It seems that someone inserted in big sponge foam and male underwear into the sewer pipe which clogged up the whole sewer system and caused multiple issues.

Clamping Activities In Full Force

In order to further enforcing our security team to weed out unregistered permanent visitors without a parking bay and loitering strangers (non residents), we wish to inform all residents again that Visitors Parking bays are for genuine visitors only. Villa Wangsamas does not provide parking bay for residents with additional cars and residents cars are strictly not allowed to park in the Visitors Car Park.

Please be reminded that cars being clamped for unauthorized parking will have to pay a fine of RM 100.00 and RM 50.00 compound fine for each additional day if you choose to leave it clamped without any action.

Those with additional cars must be parked outside Villa Wangsamas to prevent getting clamped or towed away.

Please follow the House Rules and it is the wish of the majority voting residents during the last AGM that the JMC does not rent out parking bay and provide free parking for additional cars and in our part in the management, we will enforce it according to your wish thus any threatening and abusive behavior will not be tolerated.

Repeated offenders will be blacklisted and their cars will be barred from coming in as well as named and shamed.

2012 AGM Update

Owing to the transition of management we tentatively scheduled the 2012 AGM for mid to late September.

Last March we appointed  Yee Choon Kong & Co Chartered Accountants to perform the 2011 financial audit.

Unfortunately the completion of the audit is delayed due to the developer owned management company Villa Wangsamas Sdn Bhd failing to grant access to view the fixed deposits which incidentally should have been handed over to the JMB by now.

We are hopeful that the auditor will meet with the Setapak Heights soon to close off this last point.

A draft copy of the report excluding the fixed deposits has been made available and in the interests of transparency we plan to publish this shortly.

In addition to the audit delay there are still some accounting issues to address following the handover from SPM to JL which are preventing a complete understanding of the 2012 financials.

Owing to the delay in completing the audit, the AGM we have contacted the COB and been granted an extension until the end of October.

We have now tentatively scheduled the 2012 AGM on Saturday 20 October 2012.

Once this is confirmed we will ensure that notices are posted and the management office team send the formal notification.

Lift Renovation Update - Septmeber 2012

Earlier this year an update on the lift renovation was published on the site here however several questions are still being asked about the renovation plans.

The upgrading of the lifts is a major project and requires substantial investment regardless of the materials used and CCTV solution installed.

The JMC’s preference is still to install stainless steel cladding with rubber stud flooring in the 2 passenger lifts with a different solution such as formica in the Bomba lift due to the more industrial use that it encounters. In addition CCTV will also be proposed for all lifts.

We are aware that not everybody is in agreement with the proposal for stainless steel and due the major expenditure required the final project solution will require a resolution to be passed at the next AGM.

As mentioned in the previous article funding will be either through an increase in sinking fund, a one off payment per person or funds permitting from the sinking fund reserves.


Access Card & Barrier System Update

The stability and reliability of the access card and barrier system has been a major concern and priority to resolve.

Since the JL management team took in July over several contractors have analysed the system and some tactical repairs have taken place to try and improve stability and reliability.

Access Cards
One of the controller boards was found to be missing and several were faulty. In addition to replacing these several  of the controller board backup batteries were found to have failed and due to the remaining batteries being life expired all 49 were changed as a precaution.

The initial results are encouraging and the system appears to be much more stable. If you are still encountering problems with your cards then please contact the management office.

Car Park Barrier
The reliability of the barrier motors is a concern. One motor from phase 1 was recently repaired under warranty and several from phase 2 entrance and exit posts will shortly be replaced.

An issue with the phase 1 barriers being unable to fully open due to the roof overhang is currently being investigated

Several sensor loops at the phase 2 entrance and exit have been found to be faulty which are causing the barriers to malfunction from time to time. The management office are currently arranging for these items to replaced asap.

Recent Maintenance

Maintenance has long been issue at Vila Wangsamas due to a neglect by the developer led management and multiple issues with the previous management’s in-house staff.

The current maintenance team have been extremely busy trying to tackle not only the many outstanding job, problems caused by previous teams but also sadly dealing with vandalism caused by residents here.

The following items are a sample of some of the work performed over the past week.

1. Plastic bottles pushed into the drain traps
Sadly empty plastic bottles have been pushed into the floor trap at many many areas which then clogged clogged up the drainage system and caused a small flood.

The technician had to remove the obstructing rubbish by cutting the pipes into two, removing the blockage and then re-joining the pipe.

2. Flood at Blk A-20 Lift Lobby
A report was received that the riser was leaking water badly. The technician tried to turn off the 2 inch gate valve but it was not functioning and water was still gushing out.

The management office staff discussed the issue with our technician immediately quickly purchased the necessary items to resolve the problem.

Shortly after a similar incident occurred and was dealt with quickly by our maintenance team.

Following the repair/replacements to the leaking pipe and faulty gate valve, the locations are now working fine

Total material cost us about RM160/ compared to a plumber which would have cost would have cost 6-7 times that .

Please rest assured that the team are working flat out to try and resolve the many issues and we will try and share some more examples over the coming weeks.

New Pool Signage

The existing pool signage has recently been upgraded with a pictorial sign that most people should understand regardless of the language they speak.

So far 2 signs have been installed with another one likely to follow soon.

The management office have reported that following the installation many kids/teenagers have complained about the rules despite them being existing house rules.

All residents are kindly requested to ensure that themselves, their children and their guests follow the house rules at all times to ensure a more harmonious environment for everybody.

This is to inform that for any after office hours emergency, a new on call service is available for residents who experience issues such as internal plumbing issues like (pipe burst), internal emergency electrical problem, black out, short circuit or other issue.

Please note that a flat rate call out fee of RM 80 is chargeable per visit to restore back the essential supply.

Please call upon our Chargeman, Encik Fauzi at 012-5655568 should you encounter an emergency and require this service.

JMC Organisational Change 01/08/12

Appointment of Enforce Security Services

Despite a good start, the performance level of Asiaforce Security has dropped noticeably during the last few weeks. Many chances were given for them to improve but there's been no positive response and they have asked to be be released from the agreement.

As such, the services of Asiaforce has been terminated effective 16 August and they will be replaced by Enforce Security Services.

We ask that the residents continue to give feedback on the performance of Asiaforce until their last day.

Please remain vigilant at all times and report anything suspicious to  the management office immediately.

Regardless of which security company we employ, residents must ensure that their property is adequately secured all times. Some options to be considered are:

•    Changing the door locks from the original sets & installing a grille
•    Using of clamps ground the grille
•    Securing the 2nd door from inside so that it cannot be forced open
•    Fitting a good quality alarm system with a monitoring facility
•    Installation of CCTV at your front door (subject to agreement of neighbouring units & Management Office)

Keeping Of Domestic Pets In the Condo

The management has received complaints from residents that some owners are keeping pets inside their units. Please note that the Villa Wangsamas House Rules  prohibit the keeping of these animals in the unit.

Domestic pets need an environment to run about and wander freely. To cage them in the unit is definitely not conducive for the animals. We strongly recommend that owners with pets kindly make arrangement to have them kept in a proper and ideal environment and not in condo. The local authorities are also entrusted to enforce penalty to units, which houses these animals if reported.

Vandalism By Residents Children

We have been informed by our security team that a group of residents’ kids have been caught vandalising the fire fighting equipment, a police report has been lodged where the parents has been informed and paid all damages listed below,
 
a) Discharging of fire extinguisher by emptying the content that need to be replaced.

b) Flooding at lobby area caused by releasing water from the fire hose around elevator area and inside. Cleaning and repairing areas affected by the water and some that flow into the elevator shaft area.



Residents must always keep their kids in check to prevent damaging equipment meant for the benefit of all residents and it is also our duty to take drastic action as to serve as a deterrent to prevent this incident from happening again.

Please report to us or the security in charge if you notice any act of vandalism in your area and take this as an obligation to help and protecting our property.

Roof Top Lighting

Our maintenance team has recently repaired all of the fused aircraft warning lights that are on top of each block. The lights had been broken for many months and despite multiple requests the previous management failed to take any action.



In addition to this the illuminated roof sign will be repaired and operational asap.

Pool Update


Please be advised that the repairs to the pool filtration system have been delayed due to the pool contractor encountering a delay in the delivery of the filter silica sand. This is due to a shortage in the market and a knock on effect of a recent lorry strike.

We will be following up with the contractor to see what (if any) options are available to expedite the repair.
