Cap Park Painting - Work Progress Report

Dear Valued Residents,

Please be informed that this car park epoxy painting work is still in progress due to some unforeseen circumstances arise.

The contractor has not been able to finish the job completely yet due to moisture content in the floor surface however they are committed to completing this epoxy painting work successfully.

Please take note there will be no extra additional charges for the contractor adopting various techniques to overcome this moisture content difficulties.

Re: CAR PARK BAYS FOR RENT

Pleased be informed that a total of sixty-nine (69) car park bays is now available and opened up to Residents for their leasing/rental, on a “First Come, First Served” basis.

The terms and conditions of lease/rental of these car park bays are as follows:

  1. Resident’s unit must not be in Default of payments;
  2. Monthly rental is RM120.00 per bay;
  3. Advance payment of 6 months, i.e. RM720.00 is required upon application;
  4. Car-park Access card deposit payment of RM50.00 is payable together; (Refundable – depending on the condition of the card at time of handover)
  5. Rental of the bay is solely for private parking only; (Sticker with bay number will be provided)
  6. Sub-renting of parking bay to a third party is strictly prohibited;
  7. Indoor parking is only allowed for vehicle not exceeding 1.9 meters in height and within the square of the designated parking bay;
  8. All rental/leases shall be valid for a term of 6 months and Extension of the Tenancy is subjected to the approval of the Management Office;
  9. Rental agreement shall be nullified immediately if the unit before a defaulter and any rental credit remaining will be used to offset any other sum owed.

Car/Motorcycle Sticker FAQ

Why do I need to renew/new application of Car/Motorcycle sticker?
Car/Motorcycle sticker is to identify whether you are the rightful owner of the bay you have parked in.

Why do I need to enter as a visitor when I forget my card if I have a sticker?
Each has its own separate function with the Card solely used to open the car barrier gate and the car sticker is for car parking lot identification.   You will still have to register as a visitor at the Guardhouse if you enter not using an access card.

How much do I need to pay for a Car/Motorcycle sticker?
It is Free of Charge during the distribution exercise period from 2nd March 2015 to 3rd May 2015. A sum of RM10.00 is chargeable after this period i.e. from 4th May 2015 onwards.

How many car stickers can I apply?
It depends on the number of car park lots you have, for e.g. if you have 2 car park lots, you will be entitled for 2 car stickers.

How many motorcycle stickers can I apply?
It depends on the number of motorcycles you have as long as you can show proof of ownership of those motorcycles.

Do I need to display Car/Motorcycle sticker whilst parking in the car park bay?
Yes, the Car/Motorcycle sticker must be displayed prominently for Security reasons, e.g. if your car alarm goes off or your vehicle is parked in the wrong bay, our Security can identify the vehicle ownership & inform you immediately.

What happens if I don’t display the sticker?
Security will serve a reminder notice on your car windscreen reminding you to display the sticker.  Should you fail to display the sticker the day after, your car wheel will be clamped.

I have several bays and cars and move the stickers around. Is this a problem?
No problem, the sticker will be marked with the bays that you own e.g. P1/28, 29, 30.
You need to display the sticker prominently on your vehicle windscreen when parking in the car park.
 
What shall I do if my Car/Motorcycle sticker is lost?
A Police Report is required for replacement at a chargeable sum of RM10.00.

What are the Terms & Conditions in applying for the Car/Motorcycle sticker?
  1. You must fill in a Resident Information Data / Car Park Sticker Renewal Form which is obtainable at the Management Office.
  2. You must not be a Unit Defaulter.
  3. If you are a Tenant or a Representative, please produce an authorisation letter from the landlord/owner or submit a photocopy of tenancy agreement.

Car Stickers for 2015/2016

Please be informed that Villa Wangsamas Car Stickers for Year 2015/2016 are now ready for collection at the Management Office starting from 2nd March 2015.

The new stickers are issued to Residents ‘Free of Charge’ from now until 3rd May 2015. The stickers will be chargeable at RM10/- per sticker as from 4th May 2015.

Please note that the new Car Stickers will only be issued to Residents who have no outstanding payment due to the Management.

All Residents must ensure that their Car Sticker is displayed prominently on the front windscreen at all times for convenient identification purposes, otherwise the vehicle shall be subject to being checked by Security.

Residents are reminded that they must to park their cars in their designated car park lot with this valid Car Sticker displayed, to avoid it being clamped.

To obtain the Car Sticker, kindly drop by the Management Office and fill up the relevant application Form.

Car Park Traffic Flow FAQ

Dear Residents

We have received several good questions regarding the new traffic flow that was introduced in the car park. The below FAQ should answer the common questions that are being raised:

Why can’t downward cars turn left and upward cars turn right at the central ramp near Tower G? 

This was previously looked into and rejected because the roadway would need to be 2 way and unfortunately the width is insufficient. If the road way direction was maintained (turn left) then the parking spaces on the left of the ramp would be inaccessible if those Residents enter via Gate 2. The objective of making all traffic turning right at the central ramp is to enable access to and exit from all the parking bays at Phase 1 possible regardless of which Gate you wish to enter or exit from.

Why can’t the road be closed to stop people turning left at the central ramp near Tower G?

In addition to the lack of width for a 2 way road as mentioned above this would cause access issues for the immediate spaces next to the “ramp wall”. As per the authorities' parking space guidelines such spaces need to be much wider than the standard bays that are in place to address access issues and unfortunately we are not able to relocate those spaces that would be impacted.

I now have to drive further which takes an extra 30 seconds to get to my space near Tower H/J and this is so inconvenient. 

Why have you done this? The existing flow was designed when there were only Phase 1 Towers and access was only via Gate 1. So when Phase 2 was constructed and access was made possible via Gate 2 too, there were conflicting directions and on some levels it has resulted in no legal way to get to spaces near Towers E,F,G,H & J from Gate 2. The new 1 way flow not only solves this access issue but is safer.

Why is the flow on P4 different to that on P3?

The indoor Visitor parking is on P5 and P3 and following feedback from Residents regarding Visitors getting lost the objective was to make Visitor access from Gate 1 as simple as possible and the new flow achieves this. Please also note that P4 and P5 do not have the same constraints and access requirements to Towers A-D as levels P1-3.

Cars keep driving the wrong way! 

Additional signs, traffic management solutions will be implemented which will be augmented by periodic traffic control from our guards. Sadly some people are just too selfish and take short-cuts to get to their spaces, disregarding the safety of others. This selfish and couldn't-care-less attitude prevails both within our car park and outside on the public highways. So our advice is please drive carefully and remain vigilant at all times.

When will the new floor arrows and road markings be installed? 

Ideally this would have been done concurrently with the signage installation however due to several issues which could not be avoided this is slightly delayed and it is hoped to be completed in the next few

Car Park Safety

Please remember the following when driving in the car park:
  • Observe the speed limit - Max 15 km/h 
  • Please switch on your headlights so that others can see you
  • Always be vigilant - remember not everybody has the intelligence to drive safely or follow the traffic flow correctly


UPDATE ON OUTDOOR VISITOR PARKING AT PHASE 2, VISITORS’ VEHICLE PASS & PICK-UP/DROP-OFF

Dear Residents

Further to our Notice dated 6 January 2015 on the above matter, we are pleased to share the following updates:-

Outdoor Visitor Parking at Phase 2

The Outdoor Visitor Parking at Towers A, B, C & D has now been fully restored.

Control measures and bay numbering have been put in place to improve management of the bays and these measures will be rolled out to all Visitor spaces over the coming weeks.

Please note that the 13 outdoor bays will be given on a first-come-first-serve basis.

If there is no outdoor parking available then Visitors will be asked to proceed to Gate 1 and then directed to park at P3.

Residents who wish their Visitors to park at these bays for special events or functions will need to make a reservation with Management. The Visitor’s name, residents contact details and details of the vehicle will need to be furnished i.e. the vehicle make, registration number and expected date and time of arrival.

Please be reminded that Visitor parking is for a maximum 48 hours only.


Visitors’ Vehicle Passes

Visitors’ Vehicle Passes for Phase 2 are now numbered and coloured to synchronise with the allotted bay and colour code of the parking area. On the reverse of the new passes is the Parking Bay & Tower Directions Map to guide Visitors to the exact parking bay and to the Tower they are visiting.

Residents are hereby reminded to collect their Visitors at the Tower Lobby.

New Passes for other Visitor parking areas will be implemented in the coming weeks.

Pick-Up / Drop-Off Parking Bays

Eleven (11) additional Pick-Up/Drop-Off parking bays at Tower entrances are now in operation – three (3) each between Towers A & B, C & D and H & J, and two (2) at Tower E.

Towers G & F will have several of the existing bays will be reserved for pick up and drop off.

A maximum time of 20 minutes is allowed, and the Tower Guards have been instructed to clamp vehicles that exceed the permitted time limit.

Additional Visitor Bays near Tower J

Dear Residents

Adjacent to Tower J is an unused section of the driveway that is closed off owing to there being a dead end with no turning circle at the end.

To better utilise the space, we are proposing to create 6-8 Visitor parking bays in that area to provide more space for Visitor parking.

However, due to space constraints in that area, Visitors wishing to park there will need to drive in and reverse out.

VEHICLE ENTRY AT GATE 1,2 & 3

Residents are reminded that visitors requiring parking must enter via our primary guardhouse at Gate 1.

All residents are required to use a vehicle access card to enter/exit our car park and those without a card will be treated as a visitor. Recently there have been several instances of both visitors and residents without valid access cards trying to gain access to the car park complex via Gate 2.

The system has been in place for some time however strict enforcement of this rule will be in effect from 15 August 2014

  1. Residents found without vehicle access cards are no longer be permitted to enter via Gate 2 will be required to proceed to Gate 1 for entry
  2. Gate 3 exit is strictly for residents with valid access cards. All other vehicles will need to exit via Gate 1
  3. All Visitors requiring parking must enter via Gate 1 with the exception of drop off/pick up’s for Tower A,B,C,D, and Gate 2 will no longer allow entry to visitor parking
  4. Pedestrian visitors may enter and exit at Gates 1 & 2

Abandoned Car

Derelict Car – Registration no ‘Perodua Myvi’ WPY 4147
We have received a complaint  that this derelict vehicle has parked into unit owner car park bay no 295 level P3 and it appeared to be unmoved for very long.

The vehicle is enveloped in thick dust and the sight of the derelict vehicles is an eyesore to everyone.

We traced the car ownership to Encik Hazli bin Husin of Johor however if you or the person managing the car is at Villa Wangsamas then we urge you as owner of the abovementioned vehicle to come forward to the management office within 14 days from the date of this notice for arrangement to remove the said vehicles out from our car park bay immediately.

Failing which, the Management Office shall without any prejudice to you as vehicle owner, will arrange to tow the said derelict vehicles out of the condominium compound without making any further reference and all cost of removal shall be borne by you.

Gate 1 Revised Traffic Flow Plan

Following the recent update on proposed traffic flow change at Gate 1 we received feedback that the plans were far from optimal. The number of options available are limited owing to bomba requirements stipulating a 6m wide entrance which means that we are unable to simply place a car reader in the middle between lane 1& 2.

Over the past few months several options were looked at and the wake of the feedback received the JMC have decided to amend the plan which will provide optimal traffic flow.

We will be installing a long range card reader in lane 1 which will require the use a transponder in the car to open the barrier. The concept will be similar to the SMART Tag system used at the tolls in Malaysia.

Residents wishing to use the lane will be required to purchase a transponder from the management office which will come with a different type of access card which is heat resistant and fully compatible with all card readers at Villa Wangsamas.

The final pricing is still being worked out however the transponder, card & card printing will available at cost price of less than RM100 per piece.

Residents who do not wish to use a transponder may continue to use lane 2 which will retain the existing card reader.

Subject to a successful implementation then installation at Gates 2 & 3 will be considered for later in the year.

Linkbridge Gates, CCTV and Lobby Door Update - 16 Dec

We are pleased to announce that the contractor for the Ironwork and lobby doors has finally be appointed and work should commence in the next 2 weeks.

The CCTV covering these many points is now operational although some adjustments will probably be needed once the everything is installed.

Once everything is installed it will ensure a greater level of access control to each block and hopefully provide a much safer environment for us to live in.

Private Rental of Parking Bays

Please be advised that residents who rent parking space(s) from private parties must ensure that both the official parking sticker and the car park access card(s) are provided to avoid issues with access, security enforcement and clamping.

Recently several cars have been clamped for parking in a bay without a valid sticker. The root cause of the problem was that the owner of the bay had failed to provide the tenant renting the bay a valid parking sticker and access card as part of the rental agreement.

During the last AGM a motion was passed allowing a limited number of visitor parking bays to be rented out to residents subject to terms and conditions. The demand for these bays has been overwhelming with all spaces taken and enquiries received on an almost daily basis. At the next AGM, JMB members can decide whether or not to allow more visitor spaces to be rented out to residents.

Following the success of the above initiative, the JMC were made aware that one particular unit owned by the developer had approximately 75 parking spaces allocated to it. Although the spaces are clearly shown on the Strata Title Plan, the legality of the situation is still being investigated by our legal team.

Even if it’s legal, the JMC would like to state our disappointment at the immoral approach taken by Setapak Heights for not allocating these spaces as common property in the form of visitor's bays.
To make matters worse, it would appear that the developer has not collected the parking stickers or has the access cards for the parking bays before renting them out

Unfortunately the JMC understands that several residents have paid money in advance to the developer for the use of these bays and have now found that they don’t have stickers and access cards to use the bays owing to the developer again not taking responsibility.

The residents who have rented the spaces are in a difficult situation and perhaps should consider asking for their money back from the developer.

The JMC would like to reiterate the following points:
  • Under Act 663 Building and Common Property (Maintenance and Management) ACT 2007 the JMB are not responsible for issues arising out of private rental agreements between parcel owners/residents
  • The rental of parking bays between owners is a private matter, hence, any dispute over payment or non-delivery of parking stickers/access cards lies solely between the owner of the bay and the person renting the bay
  • The application and collection of stickers must be performed by the parcel owner and details of any tenancy agreements must be provided by parcel owner failing which the application will be rejected










Clamping incident at Tower H

We are disappointed to receive a report of an incident on Monday 16/9 involving a tenant from H-10-1 who’s car had been clamped due to illegally parking outside Tower H.

Later that day the resident refused to pay the clamping release fee and the police were called. The police reiterated that the condominium rules must be followed and left.

Following the departure of the police, the resident became unruly and with a help of a friend removed the clamp with a grinding machine.

A police report has been made and the JMB will commence damage recovery proceedings.

The Management and the JMC would like to reiterate that this type of behaviour is not acceptable under ANY circumstances and offenders we be passed to the police.

Display Of Valid Car Sticker On Front Vehicle Windscreen

Dear Residents,
Please be informed that year 2013/2014 car sticker is provided for each car park lot owned by resident. The car sticker is to be displayed prominently on the front windscreen at all time for identification purpose.

Residents shall park their cars in their designated car park lot and all vehicles must display a valid Villa Wangsamas car sticker. Residents must apply for the new car sticker application if you have not obtained from the Management office yet.

With effect from 10/4/13 onward, any vehicle found to have no car sticker display whilst parking in our premise will be clamped immediately without any further notice and or will not be allowed to enter or park in the Condominium.

Water leakage above parking spaces

Previously some residents were unable to park their cars in their designated spaces due to water leaks.

If any owners are still encountering issues with leaks above their parking space then please contact the management office to seek formal approval to park elsewhere whilst repairs take place.

The security company have been instructed to clamp any cars caught abusing visitor parking so its important that anybody impacted by leaks, urgently contacts the management office to prevent their vehicles from being clamped.

CAR PARK - RENTAL OF VISITOR BAYS

Please take note that a total of 51 out of 229 visitors car park bays shall be opened up to residents for leasing/rental. However the leasing/rental of the visitor car park bays will not be on a first come first serve basis, but will be conducted via open balloting system. Residents who are interested in renting car park bays from the JMB can collect the “Car Park Ballot Form” at the Management Office from 29th November 2012 onwards or download here: Car Park Ballot Form.

A deposit of RM100.00 is compulsory to be submitted with your ballot form (refundable if your ballot is not successful). The closing date to submit your balloting form will be on 14thDecember 2012, Friday, 5.00 pm. 
 
Owners/tenants or their proxies must be present on the day of balloting or their ballot will be considered “null and void”. All are welcome to witness the balloting process which shall be held as scheduled:

Balloting Date : 15th December 2012, Saturday.
Balloting Time Commence : 10.00 am
Balloting Venue : Multi Purpose Hall Villa Wangsamas Condominium 
 
All late ballot forms received after the closing date will not be entertained. Details of the conditions attaining to the balloting system is stated in the balloting form. The car park rental sum is fixed at RM120.00 per month and it is payable six months in advance. Just a gentle reminder that defaulters are not permitted to participate in this balloting exercise. Tenants ought to submit a copy of your tenancy agreement for the eligibility to participate.

Closing of Gate 3 from 1st Nov 2012

Referring to the recent concluded 4th agm held on 20th October 2012, to help improve security gate 3 (near block B) will be closed for security reason after 12.00 am midnight.  The gate will be re open again at 6.00 am.

All vehicles or motorcycles parking below ground level car park of phase 2 who wish to drive out of the building car park after midnight, must use the gate 1 exit (near block H).

Walk-in residents from gate 3 will have to use nearby gate 2 entrance to come into the building during this period.
