Car Park Flow and Signage Update

Further to our Notice dated 31 December 2014 on the above matter, we are pleased to announce that the new signage has been installed at all levels of the car park. The level by level installation has enabled us to make adjustments to improve the impact of the signage following feedback.

A new “Car Park Safety“ notice has also been installed at the two entry points to our car park to remind Residents on how to drive safely in the car park.

The new flow has been designed to improve safety and solve existing conflict issues which prevented some Phase 1 Residents from legally reaching their space if they entered via Gate 2.

Feedback from Residents has been generally positive; however we regret any confusion caused by conflicting road markings. The installation of the new thermoplastic road markings is expected to be completed within the next 2-3 weeks.

During this interim period several Guards are temporally assigned to the middle ramp to assist with the traffic management during peak hours in the mornings and evenings to help direct the flow.

Please be reminded that any damage or vandalism caused to the safety poles installed at turns, or to any signage, or any removal of the same, will be billed back to the Unit.

Whilst the road markings are in a state of transition please follow the new signage direction and abide by the Car Park Safety advice.

January 2015 Debtors Report

The latest debtors report as of 31 January 2015 is now available for download here: 31 January 2015 List of debtors by block.

We are pleased to highlight following continuous enforcement work over the past 6 months the debt level is decreasing and is now at the lowest level ever. Nevertheless there is still a lot of work to be done and we are determined resolve the issues with debtors.

All residents are reminded to check their statements and report any payments that may have been missed to the management office without delay.

We are also noticing some residents who request a payment plan to clear their debt become bad paymasters again after a 1-2 months and the Management Office will take swift enforcement action action against those who try to play the system.

Currently there are several major disputes owing to sub sale issues whereby an outstanding amount wasn’t settled during the sale process and they have now found that they are liable for any sums owed.

Any sums owed are attached to the unit and not an individual so it will not be possible for the JMB to either write it off or commence recovery proceedings from a previous owner.

Last year a unit owner took a previous owner to the small claims court over the sub sale debt issue and won the case. Following this judgement the JMB understands that other owners in a similar situation are now considering this course of action.

Car Park Traffic Flow FAQ

Dear Residents

We have received several good questions regarding the new traffic flow that was introduced in the car park. The below FAQ should answer the common questions that are being raised:

Why can’t downward cars turn left and upward cars turn right at the central ramp near Tower G? 

This was previously looked into and rejected because the roadway would need to be 2 way and unfortunately the width is insufficient. If the road way direction was maintained (turn left) then the parking spaces on the left of the ramp would be inaccessible if those Residents enter via Gate 2. The objective of making all traffic turning right at the central ramp is to enable access to and exit from all the parking bays at Phase 1 possible regardless of which Gate you wish to enter or exit from.

Why can’t the road be closed to stop people turning left at the central ramp near Tower G?

In addition to the lack of width for a 2 way road as mentioned above this would cause access issues for the immediate spaces next to the “ramp wall”. As per the authorities' parking space guidelines such spaces need to be much wider than the standard bays that are in place to address access issues and unfortunately we are not able to relocate those spaces that would be impacted.

I now have to drive further which takes an extra 30 seconds to get to my space near Tower H/J and this is so inconvenient. 

Why have you done this? The existing flow was designed when there were only Phase 1 Towers and access was only via Gate 1. So when Phase 2 was constructed and access was made possible via Gate 2 too, there were conflicting directions and on some levels it has resulted in no legal way to get to spaces near Towers E,F,G,H & J from Gate 2. The new 1 way flow not only solves this access issue but is safer.

Why is the flow on P4 different to that on P3?

The indoor Visitor parking is on P5 and P3 and following feedback from Residents regarding Visitors getting lost the objective was to make Visitor access from Gate 1 as simple as possible and the new flow achieves this. Please also note that P4 and P5 do not have the same constraints and access requirements to Towers A-D as levels P1-3.

Cars keep driving the wrong way! 

Additional signs, traffic management solutions will be implemented which will be augmented by periodic traffic control from our guards. Sadly some people are just too selfish and take short-cuts to get to their spaces, disregarding the safety of others. This selfish and couldn't-care-less attitude prevails both within our car park and outside on the public highways. So our advice is please drive carefully and remain vigilant at all times.

When will the new floor arrows and road markings be installed? 

Ideally this would have been done concurrently with the signage installation however due to several issues which could not be avoided this is slightly delayed and it is hoped to be completed in the next few

Food and Drinks at the Pool Area

Following an incident last week whereby a resident from Tower C was selling food at the pool area from a trolley please be reminded that this is strictly prohibited as per the Houserules.

17.6.9 Food, Drinks & Smoking 

a) Food and drinks including alcohol are not allowed in the pool and immediate pool deck areas.
b) Smoking in the pool and surrounding areas is strictly prohibited.

Car Park Safety

Please remember the following when driving in the car park:
  • Observe the speed limit - Max 15 km/h 
  • Please switch on your headlights so that others can see you
  • Always be vigilant - remember not everybody has the intelligence to drive safely or follow the traffic flow correctly


UPDATE ON OUTDOOR VISITOR PARKING AT PHASE 2, VISITORS’ VEHICLE PASS & PICK-UP/DROP-OFF

Dear Residents

Further to our Notice dated 6 January 2015 on the above matter, we are pleased to share the following updates:-

Outdoor Visitor Parking at Phase 2

The Outdoor Visitor Parking at Towers A, B, C & D has now been fully restored.

Control measures and bay numbering have been put in place to improve management of the bays and these measures will be rolled out to all Visitor spaces over the coming weeks.

Please note that the 13 outdoor bays will be given on a first-come-first-serve basis.

If there is no outdoor parking available then Visitors will be asked to proceed to Gate 1 and then directed to park at P3.

Residents who wish their Visitors to park at these bays for special events or functions will need to make a reservation with Management. The Visitor’s name, residents contact details and details of the vehicle will need to be furnished i.e. the vehicle make, registration number and expected date and time of arrival.

Please be reminded that Visitor parking is for a maximum 48 hours only.


Visitors’ Vehicle Passes

Visitors’ Vehicle Passes for Phase 2 are now numbered and coloured to synchronise with the allotted bay and colour code of the parking area. On the reverse of the new passes is the Parking Bay & Tower Directions Map to guide Visitors to the exact parking bay and to the Tower they are visiting.

Residents are hereby reminded to collect their Visitors at the Tower Lobby.

New Passes for other Visitor parking areas will be implemented in the coming weeks.

Pick-Up / Drop-Off Parking Bays

Eleven (11) additional Pick-Up/Drop-Off parking bays at Tower entrances are now in operation – three (3) each between Towers A & B, C & D and H & J, and two (2) at Tower E.

Towers G & F will have several of the existing bays will be reserved for pick up and drop off.

A maximum time of 20 minutes is allowed, and the Tower Guards have been instructed to clamp vehicles that exceed the permitted time limit.

Chinese New Year Holidays

In view of the forthcoming extended holiday weekend from 19th February 2015 to 22nd February 2015 for the Chinese New Year Festival, residents are kindly reminded to undertake the following precautions before leaving for your holidays.

You may wish to reinforce your door entrance with an additional lock and also please make sure that your windows, balcony sliding door, drying yard and kitchen door & grills are well secured and shut upon leaving. (For units with an alarm system, please also check your sliding doors to ensure it is in working condition).

Do also check upon and turn off the gas tap & water-faucets and switch off the air-conditioning system, heater and all lights & equipment not in use.

Residents leaving behind their vehicles parked inside the building, do make sure that your car lights (inside cabin too) is turned off and it is well secured and that no valuables are kept within. If you are away for more than a week, you may wish to ‘dis-connect’ you Battery too.

Lastly, for those who are driving, do check the condition of your car and have it serviced early, to ensure that it is all ‘tip-top’ to go and, please drive carefully and have a safe journey.

The office will resume operation on Monday 23rd February 2015.

Calling for the formation of the MC and 1st AGM

We have recently been informed by the Developer that as per an ongoing Strata Title search; approximately 46% of total owners have registered their strata title ownership.

In accordance with Section 41 of Act 318, the Developer as original proprietor would be convening the first AGM to form the MC. This AGM will be held on Saturday 28 March 2015 at 10:30 in the MPH.

As per the information received from the Developer the following agenda has been set:
  1. To decide whether to confirm, vary or extend the insurances effected by the Management Corporation 
  2. To decide whether to confirm or vary any amounts as contributions to the management fund 
  3. To determine the number of members for the council and to elect the council where there are more than three proprietors 
  4. To decide whether to amend the additional by-laws in force immediately before the holding of the meeting 
  5. To present the Audited Accounts for the financial year ended 31 December 2013
The agenda provided is slightly different to that required under Act 318 Section 41(5) therefore a revision of the agenda by the Developer is likely.

Please note that the running of the meeting including the agenda and communication is the sole responsibility of the Developer. Under Act 318 Section 41(4), the original proprietor shall give a written notice of the first annual general meeting to all parcel proprietors constituting the management corporation not less than fourteen days before the meeting.

Some points to note:
  • We have been advised that the Developer will be sending the notices to registered parcel owners at the beginning of March. At the moment the Developer hasn’t advised on whether they will inform owners who have who have yet to receive their Strata Titles.  
  • As per Act 318, only owners who have received their Strata titles may vote and the Developer hasn’t confirmed whether those who have yet to receive their titles may attend as observers. Once this has been clarified we will endeavour to keep you updated. 
  • Following the formation of the MC, they will take over the running of our condo and the JMB will have to transfer all funds to the MC within 1 month and the JMB shall be deemed to be dissolved three months from the date of the first meeting of the MC i.e. the AGM. 
  • Both Act 663 and 318 will be replaced in the near future by Act 757 once this has been gazetted by DBKL. The new Act 757 will complement Act 318. Act 757 shall be read and construed with Act 318 and the legislation made under that Act in so far as they are not inconsistent with the provisions of this Act or the regulations made under this new Act. There will no longer be Act 663 once Act 757 comes into existence. 
  • Act 663 and Act 318 are almost similar however the latter is managed by the owners and there is no participation by the Developer as in Act 663 they have a mandatory position in the committee 
  • The planned JMB AGM scheduled in April has been superseded by the formation of the MC. VII. The contact details of our Developer are as follows:

Management Office - Organisational Update

Please note that with immediate effect Ms Fione Lim is no longer attached to Villa Wangsamas.

Until a replacement Building Manager is appointed Mr TY Low from JLFM HQ will take temporary change and our current Building Executive Mr William Tan is the escalation point for out of hours emergency issues on 019-211-3232

In addition to the above En. Hasrul Hisam will join the team on 4/2/15 as Building Executive.
